This enterprise contract delivered comprehensive facilities, infrastructure, and mission support services across one of the nation’s most critical national security laboratories.

Our team supported Capital Improvement Program (CIP) planning, construction management (CM), facilities management (FM), and Facility Condition Assessments (FCAs) to ensure long-term asset sustainability and operational readiness. Services included proposal development, program planning, cost and schedule coordination, and execution readiness in support of multi-billion-dollar infrastructure modernization and recapitalization initiatives.

We also provided project controls, performance tracking, and coordination across engineering, construction, and operations teams to maintain continuity of mission-critical research and national security operations. This engagement strengthened lifecycle asset management, reduced deferred maintenance, and enhanced long-term facilities investment planning across both classified and unclassified environments.

U.S Department of Transportation (NMDOT)

New Mexico Department of Transportation (NMDOT) — Construction Engineering Services

Program: Statewide Transportation Infrastructure Support
Contract Value: $10M (Multiple Task Orders)
Period of Performance: 2000 – 2005

Black Sky Global Intelligence (formerly Earth Sciences, Inc.) provided construction engineering and inspection services in support of multiple New Mexico Department of Transportation infrastructure projects throughout the state. These programs supported the delivery and maintenance of critical roadway and bridge systems serving urban, rural, and interstate corridors.

Our team delivered non-destructive testing (NDT), materials testing, quality assurance inspections, and laboratory services to support highway, bridge, and roadway construction projects. Services included structural inspections, pavement evaluations, concrete and asphalt testing, and field verification to ensure compliance with state and federal transportation standards.

We also supported construction oversight, contractor coordination, and performance monitoring to maintain schedule adherence, cost control, and safety compliance. This engagement enhanced construction quality, reduced rework, and improved long-term durability across multiple transportation assets statewide.

Los Alamos National Laboratory — DOE / NNSA Facilities Condition Assessment Program

Los Alamos National Laboratory — DOE / NNSA Facilities Condition Assessment Program

Sponsoring Agency: U.S. Department of Energy / National Nuclear Security Administration
Prime Contractor: Parsons Brinckerhoff / Technical Design Inc. (Joint Venture)
Program: Enterprise Facilities Condition Assessment (FCA) Program
Contract Value: $50M
Facilities Assessed: ~9+ Million Square Feet
Period of Performance: 2003 – 2005

Black Sky Global Intelligence (formerly Earth Sciences, Inc.) supported the Department of Energy and National Nuclear Security Administration Facilities Condition Assessment (FCA) program at Los Alamos National Laboratory. This enterprise-wide program evaluated the physical condition, functionality, and lifecycle performance of approximately 9+ million square feet of mission-critical facilities across all major technical and operational areas of the site.

Our team conducted comprehensive facility walkdowns and assessments covering building structures, mechanical, electrical, plumbing (MEP), HVAC, fire protection, power distribution, communications, and specialized laboratory systems. Services included asset inventory development, system performance evaluations, deferred maintenance analysis, and lifecycle replacement planning.

We also supported data collection, condition scoring, capital planning, and integration of assessment results into enterprise asset management and capital investment programs. This work enabled leadership to prioritize infrastructure investments, reduce long-term risk, and support sustained mission readiness across classified and unclassified environments.

This engagement strengthened LANL’s facilities lifecycle management framework and provided a data-driven foundation for long-term modernization and compliance with DOE and NNSA facilities management standards.
